How do I add "Selection Mode" to the top menu bar (same as Refresh)?

I am watching one of Buttacwup's videos (the one on tagging at https://www.youtube.com/watch?v=R5iKyYjC7tY) and she has "Selection Mode" in the menu bar. You can set it to "All" or "Any". How would I get that option there, please?

The selection mode changed a bit when the icons were re-done.

Clicking the icon will toggle between the "any" (star icon) and the "all" (exclamation point) modes.
