Since no one answered. Yes, CTS wardrobe works fine with any relay (collar) but only if the collar is not locking a directory from removing an item. For example, the stock Open Collar as an application called Outfits. One function is to Lock a directory, and the items in it, from being removed. CTS Wardrobe searches the entire #RLV directory for items, so if an item matches a name in the directory locked by Open Collar, it will not be removed. CTS wardrobe will put on items found in locked directory since Open Collar's Outfit application does not prevent putting items on.
